Palette changes order of elements in List when Sort mode is USER

I explicitly sort my list before giving it to the Palette. When the palette
sort mode is "USER", the list order items on the left (Available) is modified.
It would be nice if the list order was perserved. The "User" mode sort applies
to the right (Selected) and should not affect the presentation of the left list.
The need is to show the items in the left of the palette to be sorted by Label,
and the sort on the right to be controlled by the user.
