File upload component in a form component enforces change of UTF-8 encoding in
other components ( for example : text field , text Area, date picker) on form
refresh / error reporting / form submit events in portlet environment. It works
fine as a web aplication
If we type some chinease , japanease chars in any of the form components (even
in text box) appears junk on form refresh , form submit events.
We confirm that page with file upload component only causing this problem
