Add Explorer PNG fix for image components

As we all know, Explorer lack of support of PNG images with alpha transparency
disallows the use of this excellent format in web applications.
There are several (JS and CSS based) fixes for this, that vary for the image
submits (@ImageSubmit) the CSS background properties (no tapestry component for
that) and the normal images (@Image component).
A unified PNG fix in Tapestry components (that could be optionally turned off)
would help a great deal for people to use alpha transparencies in Explorer.
