Hi Brian.

From a user's point of view, a 3.0.5 (etc) looks like a no-brainer upgrade -
I would just do it, and would not look for major new features other than bugs
fixed and small improvements from JIRA.

If I saw a 3.1 release, I would expect some new singing/dancing components,
and potentially big fixes, enhancements and non-major breakages.

For a 3.X -> 4.X, that's when I expect a new framework.

So I guess for me that's "I care, and it's fine as is." ;-)
