Please elaborate.
I think the primary development line should be in HEAD. If folks want the
latest stable release, they get it from releases in the files section.
We use CVS where the latest code is in HEAD and we branch to support bug
fixes to old revisions. I'd be curious to know more about how you see use
of CVS working...maybe better for Wiki than here since a bit off topic.

Actually, here there's a sensible technical reason; CVS
is oriented around development occuring in branches and
just bug fixes in the HEAD. It is much easier to
release changes from a branch into HEAD than the other
way around.
