You will need to change the Tapestry 1.3 dtd from (about line 250):
<!ELEMENT expression-value EMPTY>
<!ATTLIST property-value
expression CDATA #REQUIRED
>
To:
<!ELEMENT expression-value EMPTY>
<!ATTLIST expression-value
expression CDATA #REQUIRED
>
We patched our net.sf.tapestry-2.2-beta-1.jar with the change.
If you dont want to do the full rebuild you could unpack the
Tapestry_1_3.dtd from the jar. Make the changes and add it to your classpath
under the directory /net/sf/tapestry/parse
