Initial Comment:
In ApplicationServlet, line 201, you call
session.setAttribute(...) to make the engine persistent
in the session. This is the fine the first time you
store the engine. However, servlet containers that
issue  valueUnbound(), before issuing valueBound()
(e.g. Tomcat 4) cause pages to be created new EVERY
request.

Your comment implies there used to be a flag to turn
this on selectively (for broken servlet containers, I
assume); it may need to be reinstated.

I'm thinking of a different solution; where we set a flag on the 
engine that is being refreshed ... during that time, it will ignore 
the valueUnbound() event notification.
