Summary: Specify charset by Shell component

Initial Comment:
It maybe more convenient to be able to specify charset 
of the page using Shell component to insert a meta tag
such as <meta http-equiv="Content-Type" 
content="text/html; charset=utf-8" />. This maybe 
useful for non-English speaking people to avoid 
implementing our own IRender object.

I'm looking into having the markup writer provide this 
information to the Shell, and having it determined at the time 
the IMarkupWriter instance is created by the IPage.
