I don't think the problem is with the browser's cache.
Does tapestry framework read the .jwc page everytime it gets a request?
I assume that it doesn't. If it doesn't, is there a way to make it re-read
it, short of shutting down and restarting?

You can disable caching, which slows down the pages but means you don't
have
to restart.
java -Dnet.sf.tapestry.disable-caching=true
(I think, please check in dev guide).
