+1 - that's how things usually get split up @ apache.

You'll see struts-dev and struts-user, ant-dev and ant-user, 
turbine-maven-dev and turbine-maven-user.

As long as the -dev discussion are carried out in full public view and 
anyone can participate, that'd be great.

Apache also has the notion of 'binding' and 'non-binding' votes, where 
committers can cast a 'binding' vote and other contributors can cast a 
'non-binding' vote. This lets the contributors have their say, if they 
want to, and the power of the decision still rests with the committers.
