I've somewhat lost track of what's in 2.3 and what's in 2.4. In 2.4 I know its all seamless; there's an entire search path mechanism hidden behind the IPropertySource interface, that searches for these things starting in the app spec, then in web.xml, then JVM system properties. Just checked, looks like its in 2.3. Please check the javadoc.
