Tapestry would run in the Tomcat servlet container which would run inside Avalon. While I imagine Avalon could provide additional services to Tapestry, Tapestry needs to be strictly Servlet 2.3 API compliant to maximise its protability.

Avalon is an interesting project. Did it predate the whole EJB container thing/debarcle.

I'm wondering if anyone has considered running Tapestry in Avalon Phoenix (http://jakarta.apache.org/avalon/phoenix).

While I'm still too new to it, I'm pretty impressed with the JMX management capabilities and the component reuse potential of Phoenix as well as the other built-in server-type features. Tomcat will run in Phoenix and the Jakarta JAMES e-mail server is built on Phoenix. I think of it as a component framework like JBoss only without the EJB capabilities (which I don't care about, but will likely be added someday).
