This is just FUD in my opinion. I recently had dinner with Howard and we had some great talks about RoR, Ajax, and Tapestry. Howard is very interested in Rails (as most Java developers are for that matter), but he has no intention of abandoning Tapestry if our dinner was any indication. I also have to agree with Patrick, until there's a real dev environment for Ruby/Rails I'll stick with Tapestry for my big projects.

One point, this is not to put any words in Howard's mouth only my take on a recent conversation we had concerning these subjects. Also, there are other developers involved with Tapestry (and I hope to become more involved with the project as my own book progresses.
