I'm not sure if you need Spindle installed to use the Palette, but to "make" something a Tapestry project you need Spindle (http://spindle.sourceforge.net). Once you have spindle installed, right click on your project in the workspace and select properties. There will be a new menu item called 'Tapestry' in the Project properties window. In there, there is a checkbox that says 'Is A Tapestry Project'. Check that and you now have a Tapestry project.
