I prefer eclipse over most others. I know that the spindle project ( http://spindle.sourceforge.net) has a plugin for tapestry. I don't think it's ready for tapestry 4 just yet, but I hear that lots of people use it. (Maybe it is ready for tapestry 4, I've no idea).
Maybe more people will jump in and help spindle fill in whatever they think is missing?
