Not sure exactly what sort of menu you're looking for, but...
several menu and/or tab-type components do exist.

The tapestry components that come with the framework should make
this an easy task.
If you want to take a list of menuitems and render corresponding
links, loop through the list with the ForEach component and render
the links (for example with the DirectLink or ExternalLink component).
