Both String[] and char[][] should work.  List<String> is not supported.

If you change the Java code you want to call, you would have to re-run
the API consumer, re-import the XML file, and re-add the tool to the
workflow, otherwise the old definition would be used, which could have
the wrong dimension specified, giving the behaviour you are
describing.
