For reference, we identified that this was a startup issue caused by IPv6/DNS issues with resolving some of the repository URLs for plugins. We were unable to reproduce this on any other network than Elenis.
If you are also affected by this issue, the workaround for Eleni was to edit ~/.taverna-2.4.0/plugins/plugins.xml (and ~/taverna-cmd-2.4.0/plugins/plugins.xml) - to delete every line with <repository>.
