I have found SOME emails where you not only cannot do this, but you cannot even mouse click the tabs. It seems to be something to do with the graphics. If there are for instance 10 attached graphics and the first 2 are acting this way, if you go to the 3rd and clicking on it works, you will be able to ALT TAB again to continue cycling through.
