Try the following work-around (it always works for me):

Press Alt (or Alt+Ctrl to move a folder inside another folder), press
the left mouse button. Now move the mouse a bit to the left (or to the
right) so that the mouse stays over the selected folder name. When the
mouse pointer changes to Stop sign (this indicates that TB already
determined what folder you are moving and started to track the
destination position. TB indicates by the Stop sign that a folder
cannot be moved over itself ;), move the folder where you want it to
be and release the left mouse button.

BTW, if I remember right what Max Masiutin told me a year ago, the bug
cannot be fixed in v1.x series. We have to wait for v2 to appear...
