If you download a installer, the Defender warns you.
You need to set a flag in file property that you can start the MSI 
file. 

Mouseover the MSI file
with right Mouse Button open context menu → Property
Select tab "General"
At bottom in section "Security" you see a checkbox "Unblock"
Tick Unblock
Confirm with OK

Now installer should start.
