It's not a bug. '%' characters are specials, used to indicate the
start of a TB macro when used in a template. To indicate a literal
percent sign, they must be doubled:

mailto:[EMAIL PROTECTED]?subject=This%%20is%%20a%%20test

which works perfectly.
