Latin-1 is ISO-8859-1 and Latin-9 is ISO-8859-15 -- that means they
are international ISO standards. And you compare them with Microsoft's
own invented windows-1252 and claim they are cause of problems?

If you use ? sign, use Latin-9 (ISO-8859-15), forget about
windows-1252...
