Since your description of the problem is very good, I hope you don't mind that I copied it into a bug report I just added to the Bugtracker. I'm not directly affected (shutdown happens in a reasonable time here, and the screen redraw is OK (but noticably slower compared to 3.0.x.x series), but since you are the third person (or so) in a short time to report these problems, and there was no Bugtracker entry for it yet, I took the time to file the bug report.
