Fixable since it wasn't always that way.

I'm yet to use another IMAP client that uses this concept. Seems highly
convoluted to me too. I really don't see them fixing how it works. A
draft folder and local only message queue for sending seems better and
less of a headache. It may be OK storing drafts in the same folder as
messages queued for sending for POP. Very complicated, it would seem,
for IMAP.
