Try a different theme. It is possible your theme is not showing everything. Between the Row that contains condition and the row that contains action I have 3 little dots. these are on the separation bar between the 2 sections. If you move your cursor across that area your cursor should turn to the double headed arrow and let you drag down to see the rest of the conditions section.
