Greetings Bat Fans,

Januk has spotted a flaw in our date mangling RegExp which is thrown
when it comes across a malformed date header. Here is a replacement
regexp which works well for me in all conditions:

(which was %OTIME where I live)'

It's actually simpler than the original and doesn't depend on anything
other than finding a time format of "nn:nn:nn" followed somewhere by a
'+' or '-' and four more digits.
