Check the STMTP server settings. You should use either:
1.) The SMTP server of your DUN connection (not your account's SMTP
server). This is what I do, the ISP lets me use their several SMTP
servers for any account as long as my DUN connection is to them.
2.) If you want to use the SMTP server of your account (for example,
if I wanted to use the ibm.net SMTP server), you will probably have to
check "POP before SMTP" under Account/Properties/Transport/SMTP/More.

It does look like TB is not even attempting to connect. There is
usually more than one line in the log.... what are the lines before
"Cannot connect to server"?
