I seem to recall having a similar problem a long time ago when
upgrading pgp versions. It seemed the windows registry was pointing
to pgpkeys.exe in the wrong location. You might want to use regedit
and examine where your registry points. Also be sure and upgrade to
batpgp65.dll if you haven't already done so.
