The technique didn't work for "New messages only"; it brought down 400-500 messages for from 2014. Even if I had TB download "All Messages" it brought down a newer 400-500 messages from 2014. So I went into the original GMail account and archived all messages earlier than yesterday. Now the downloading for that account is only downloading recent messages as I would expect it to.
