As far as I can tell, you cannot do this. Each account has it's own set
of filters. But you have touched on a good point here in that it's very
likely that one would want kill-filters to act globally.
There's no easy way to copy single or multiple filter rules to other
accounts as well. :-( However, it's a feature that has been requested.
