Not using TB! exclusively. However, you could create a batch file using
the command line options and then use the MS Scheduler or your favourite
scheduling application to run the batch file at a particular time.
Look in the help files under the topic 'Command Line Parameters'. Here's
an excerpt:
The syntax of /SEND command is:
/SEND<account mask1>[;account mask2[;account mask3[...]]]
Account mask is used for identification of a single or multiple accounts
for performing the operation. It can be:
- - - the full name of a single account. Example: /SEND”My account 1”;”My
account 2”. This instructs The Bat! to send queued mail from two
accounts with names ”My account 1” and ”My account 2”

So, if I wish to send the queued message/s in my outbox for my Kasnet
account I'd write the following batch file:

Path="L:\Program Files\The Bat!
thebat.exe /Send"Kasnet"
end
- - --end ---
I'll then name this text file send.cmd and use scheduler to run it once
at the desired time.
