When I saw Jan's message about "TB! v1.48 - dialing ISP ",
I felt like making these comments:

JR> Where is the setting to have TB! automatically dial my ISP on
JR> program startup?

You can go in your account options and enable, mail checking on starting
TB!. You then have to make the following changes in Options | Network &
Administration.

Enable 'Dial-up networking connection'
Enable 'No automatic dialing for periodical checking'
Enable 'Use an existing Dial-up connection (if any)'
