Yes. Go into the account properties and the mail management settings.
You can specify the message size limit there. Note however, that if you
wish to retrieve messages that exceed the specified limit you should
enable the option to leave messages on the server and then specify a
time after which messages may be deleted, for example, 2 days. In so
doing, you have two days in which to decide when and if you're going to
download messages containing large attachments.
Another thing is that if your account is busy you may have to wade
through a lot of messages on the server when using the dispatcher to
investigate these messages with large attachments. You can reduce the
number of messages left of the server if for all messages that you
filter in your inbox which you don't expect to be carrying large
attachments such as discussion list mail, you include in the filters to
delete the messages from the server (they'll be deleted during the next
server query for new messages).

You *can* filter messages based on size but not at the server level. You
can, however, forward these large messages to your other account using
the message dispatcher. Pity there isn't a redirect option there.
