Unfortunately, tere's no perfect solution for that. It's on many
people's wish list.

The continue processing option is only good for other filters of the
same account, and only when a message is still in the Source Folder.
In your scenario, Neither Account_1's nor Account_2's filters would continue
to apply after a message has been moved to the Account_2.
There are a few workarounds, each with its own drawbacks:
1. Set up a filter in Account_1 to *redirect* all mail to Account_2,
and check the "Allow local delivery" option in "Options | Network
and Administration", which would prevent mail redirected to another
TB account to go out to the Internet and come back in. The
redirected mail would go to Account_2 as new mail, and would be
processed by Account_2's Incoming mail filters.
The drawback: the header would be a little changed, as in all
redirected mail (try a test message and you'll see).
2. Copy all filters from Account_2 to Account_1 by copying the
ACCOUNT.SRX file (with your file manager) from the former's home
directory to the latter's (do this when TB is closed). This works
best if you have a third pseudo account that serves to store all the
mail. I.e., you set up Account_2 to filter all mail to Account_3,
then copy the ACCOUNT.SRX to Account_1.
Why? Because TB's filters remember the destination folder path in
relative terms if it's under the same account. Say you have a folder
under Account_2 named TBUDL for all mail from this mailing list. The
filter would remember the destination folder as simply "TBUDL". If
you copy ACCOUNT.SRX to Account_1, then upon launching TB, TB would
check all the filters and found there's no "TBUDL" folder under
Account_1, and would reassign the destination folder to the Inbox.
If the TBUDL folder is under a (pseudo) Account_3, then TB would
remember the folder name as "Account_3\TBUDL". The path is still
valid after copying to Account_1.
The drawbacks: all filters (not just incoming mail filters, but all
filters in the sorting office) have to be identical for both
accounts, and you have to re-copy the .srx file each time you modify
your filter.
3. Do as you said--filter mail from Account_1 to Account_2's Inbox,
then *manually* re-filter the latter.
The drawback is obvious: it's not automatic.
