So, when you *set up* a folder, what properties do you think should be
used for that new folder? The defaults, perhaps? This will happen for
all new folders, whether you say "Use default..." or not.

The only time you will see a *difference* is when you *change* the
setting for one of the folders which has the "Use default..." switch
set. At this point, all other "Use default..." folders are also
changed.
