To dwell on this a bit:

As you may know PGP until recently was on a restricted export list
from the US. The programme itself was classified as a weapon
(depending on its strong encryption). Since - following from the first
amendment of the US Constitution, AFAIR - printed matter did not fall
under this constriction, the source code was published as a book and
could then be re-compiled in other parts of the world.

Depending on the group who did it some abbreviations where added, the
most common is "i" for international. Another group was Cyber Knights
Templar, who also improved upon the source code (that's why I believe
they are really scrutinising the code).
