Correct. Contained within that Public Key are all the User Preferences for
such things as the encryption algorithm to use.

That is correct. Again, there is information contained in your Public Key
that tells the Sender which encryption algorithm you prefer them to use.

Basically, we use Public Keys to encrypt to/with, as well as verify
signatures, and we use our Private Key(s) to actually create signatures,
and to decrypt messages. Our Private Key(s) are stored in an encrypted
state on our Computers, which is why we need to supply our passphrase to
decrypt them so they can be used to decrypt or sign a message.
