Doh! I just realised that in "Network and Administration" I had ticked everything for each User, thinking I was turning features ON not OFF.... all working now though. I do find that a bit of an "anti-design" feature though. Ticks normally mean ACTiVATE in general Interface Design, not disable.... but then again I should probably read the options a little closer!
