The "contest" is run by Recommend-it <http://www.recommendit.com>, and if a web site has registered with them (my newsletter and web site are), you can put that link in there. If someone clicks it, recommends it, then they get entered with the thousands upon thousands of other people who have recommended other sites and stuff.
