Do not put any adjustments to the "To:" address in a folder template. Ever. It causes nothing but trouble. Instead use Address book templates for the address of the discussion group and let that play with the To line. It works just as well (if not better) and doesn't cause any problems. For instance, clicking on mailto links (either on-line or in a message you're reading) while the folder has the focus will result in the generated message being sent to the list.
