Not directly, so to speak. You can, of course, change all the windows
colors and such using the display properties for windows, but I don't
think that's what you want.

TB isn't as of yet "skinnable" directly, but through third party
applications such as WindowBlinds <http://www.stardock.com> you can
selectively skin applications. WindowBlinds 3.0 integrates itself into
the Windows XP display properties dialog windows, so it's pretty
seamless. There are also other third party skinning applications out
there that can selectively skin windows as well.
