If you change the target folder of that filter or disable it, you can safely remove the folder. The <Known> filter is a quick and easy "elimination" filter to quickly move mail from "known" people (according to your address book) out of the Inbox, leaving potential spam behind. BUT - if you remove the filter, TB will auto-create the filter next time you start it and, at that point, recreate the Inbox - known folder.
