I downloaded and installed "UltimateZip" (thanks Lynna!), and it
didn't complain when I tried to extract the TB! executable from the
very same .rar file I couldn't extract from using PowerArchiver (and
your WinRar is apparently having trouble with that file as well).

As you can see by my current TB! version number, I'm now using 1.60j.

I think the issue must be what Jernej and Marck mentioned - PA and
WinRar not being able to deal with the new Rar format (I've just
written to PA support to see if they can help, as I seem to be using
the latest version of PA already).
