Opening a file isn't the same as executing it. I may wish to view a
.cmd files contents with a text editor. This will not execute it and
viruses can be safely examined in this way. However, executing the
file which is to process the files contents with the appropriate
interpreter is a different thing.

I don't know why they would have an option to scan on execute. <shrug>
I can however see with the option to not scan by merely opening the
contents of the file in a text editor for examination.
