Barry- Might depend on what OS you're running and what version of TB. Back in my old Win95 days with v1.53 I couldn't send attachments unless the files were stored on the server machine. Don't know if this helps in your situation, but if it does, try moving the attachment to TB's directory structure and see if that works.
