Regarding SpamCop ... The same problem exists for their paid service.

We're currently under a Denial of Service attack (DDoS), and sometimes
the attackers get the upper hand while we adjust our defenses, so
access to the system is sporadic, and you often get odd responses when
you connect.

The attack is done by flooding our system with zillions of tiny emails
which keeps our servers so busy handling them that nothing can get
done. As soon as we identify a source, we block it, but it's a huge
problem. We have blocked over 5,000 IP addresses that are sending the
stuff to us.
