Look at the toolbars. And the menu names above. The toolbars are always elevated
above the level of the menu names. This used to be the norm in earlier Windows
applications. Flat toolbars wouldn't appear to be 'stuck on top of' the main
program window, but would be at the same level of the main program window, such
as the menus. Only when you hover your mouse over a toolbar button does it
appear to 'jump up'. This is more common in later applications and generally
looks better.
