I was trying to find out how to create a spam rule that would work for all accounts when I found an answer of Douglas Hinds in the archives saying this:

Now, this sounds exactly as what I want, but how do I do this? I only know my 'rules'thing and I have no clue as how to do what is described above. Does somebody know what he means?
