Typically you should NOT have to do this. I've been away from TB list
since last summer. IIRC during the TB 1.63 beta series a new folder
storage format was introduced. Problems occurred in the beta series last
summer where BETA testers in TBBETA were losing folders in TB, but they
still existed in the file structure on the disk. This was a shortcut key
used to restore the folder structure in TB.

So simply put it is EXACTLY as Roelof says: "Only when you've somehow
lost folders from your configuration, while they're still on disk."

The beta 1.63 series was the foundation for the TB version 2.
